Persistent Active911 administration- Moved Active911 routine API configuration into the administrator dashboard and persistent database state.
- Added administrator editing for API enable/disable, refresh token, polling interval, webhook enable/disable, and webhook secret.
- Environment variables remain supported as first-run/fallback configuration, so routine Active911 changes no longer require Railway environment edits.
- Persisted webhook usage counters, last received/processed times, alert/agency IDs, errors, and the latest 100 webhook events in MySQL-backed storage.
